VPS 4 Builder 8d4ae73786 docs(plugin newwhats): integração com o motor + regra de registro bidirecional 
Plugin único deste projeto. Documenta config, mapa de arquivos↔motor, contrato
resumido e pendências (fases 3-5, ativação inteligente). Espelha o contrato
central em documentos-unicos/projetos/newwhats.clube67.com.

VPS 4 Builder 78d2a4b00e chore(deploy): renomeia terminologia staging->dev no builder 
Alinha o vocabulário ao fluxo real (dev em vez de "staging", que nunca foi
isolado em nenhum projeto — não existe banco *_staging nem container ativo).
