VPS 4 Builder fb2b402586 docs: arquiva o repo — a fonte unica e o Documentos-Unicos 
O conteudo descrevia a infra PLANEJADA (VPS 5 / newwhats_user / banco temporal),
nao a real. Em 11/07/2026 um agente seguiu o vps3-banco-tuning.md daqui e derrubou
4 bancos de producao (pg_hba com usuarios e IPs inexistentes + reject geral), alem
de trocar o shell do usuario git para nologin, o que deixou o Gitea sem push/clone
por SSH.

Conteudo integral preservado em Documentos-Unicos/desuso/instrucoes-gerais/.
Fica so este LEIA.md apontando para a documentacao oficial.
